  • Thinking about Policy Responses to Neighborhood Change: Framing a Discussion by Todd Swanstrom, University of Missouri-St. Louis.  Prepared for the Workshop on Neighborhood Change in Legacy Cities sponsored by the Center for Community Progress and the Lincoln Institute of Land Policy, this study provides housing market strategies for various types of neighborhoods in older industrial cities and makes recommendations on allocation of resources.

  • Equity Planning in a Fragmented Suburban Setting: The Case of St. Louis by Todd Swanstrom, University of Missouri-St. Louis.  This chapter to be included in Advancing Equity Planning Now: Seeking a More Just City (Norm Krumholz, Editor) synthesizes the literature on the growth of low-income and minority populations in suburbs.  It identifies the different challenges facing equity planners in suburbs versus central cities, and it draws lessons for equity planners from a case study of equity planning in the inner-ring suburbs of St. Louis.
